Users report the following error when the DB lock occurs:

Internal Server Error

The server encountered an internal error and was unable to complete your request. Either the server is overloaded or there is an error in the application.

I'm still investigating this issue but currently the only way to work around this issue is to stop the application. Remove the app.db file from the app directory and then run the tool again which will detect the DB file is no longer present and create a new DB file and start the tool setup process. Settings, ILS users, Admin users, and schedules will be have to added to the tool again.
